Microsoft hired Pentagram the company which did re branding for Nissan. Microsoft's traditional flag like looking logo has been completely replaced with a very non unique windows logo which gives and impression of moving tiles.
Yes Moving tiles is the main theme of new Windows 8 platform which is adopted from Windows Phone 7 interface and Microsoft calls it Metro Style UI.
